Australian industry and academia have been successful in securing funds from CTTSO previously.
If you are developing counter terrorism or defence technologies, you may be interested in exploring this opportunity further. Submissions are due by 21 March 2013 at 3.00 p.m. (US Eastern Time). Follow our steps below to prepare your submission.
Step One: Investigate the opportunity Working closely with more than 100 government agencies, state, and local government, law enforcement organizations, and national first responders, the CTTSO leverages technical expertise, operational objectives, and interagency sponsor funding. This multi-agency, multi-user approach to resource and information sharing positions the CTTSO to gather front line requirements that service multiple users—a distinct advantage in the combating terrorism community.
The CTTSO recently released its Broad Agency Announcements (BAA) for this year’s solicitation of concepts for innovative research and development projects. This year the CTTSO will budget between US$20 to $30 million, with the potential to reach $50 to $65 million for these FY14 requirements.

Read through the documentation carefully to assess whether or not your solution matches the particular need of CTTSO. Step Two: Seek appropriate registrations If you decide to respond to this BAA, you will need to prior registration with CTTSO to enable your submission. The "Register" link can be found under "Login" on the left-hand side of the CTTSO BIDS website (https://www.bids.tswg.gov).
Step Three: Prepare your submission Applicants must prepare a Quad Chart in response to Phase 1 of the BAA. A Quad Chart is a one-page document that outlines the essence of the proposed solution for a single requirement in four quadrants. A sample CTTSO Quad Chart can be found on the CTTSO BIDS website under Downloads>Reference Materials>Document Format.

Step Four: Submit by 21 March 2013 Ensure that you follow the timelines closely and upload your submission to the BAA by 3.00pm US Eastern Time on 21 March 2013. Allowing for the time difference, this will be 6.00am AEDT on 22 March in Australia. We recommend that you upload your submission early as last minute traffic to the BIDS site is heavy and may cause delays. Late submissions will not be considered.

Australia is constructing three AWDs based on a proven design from the Spanish Navy. When complete, the Destroyers will be amongst the world’s most capable warships. The Air Warfare Destroyer project is currently the largest Defence procurement project in Australia. Almost 2,500 people are employed directly on the AWD project throughout Australia, including a national AWD shipyard production workforce of more than 1,500 people in Adelaide, Newcastle and Melbourne.
Construction of the AWDs involves the fabrication of 90 separate steel blocks, 30 for each ship, as well as three sonar blocks, one for each ship, at a number of shipyards in Australia and overseas.
ASC in Adelaide is the principal shipbuilder in the project. BAE Systems in Melbourne, Forgacs in Newcastle and Navantia in Spain are also building blocks.
These blocks will be brought together by ASC at the South Australian Government’s Common User Facility in Adelaide where the ships are being assembled.
The keel laying for the first destroyer Hobart is a significant milestone in the AWD project as it marks the start of the next phase in the delivery of these three warships.
Over the coming months the Hobart will very quickly start to take shape at the Government of South Australia’s Techport facility in Adelaide.
Hobart and the two other ships Brisbane and Sydney will be assembled on a hardstand using a modular construction method which will see 31 ship blocks brought together to create the most complex warships ever built in Australia.
Each of the 31 blocks is already fitted out with a range of equipment, however further outfitting will be carried out as the blocks are joined, including fitting and integrating the combat and platform systems to form the whole ship.
Following the consolidation phase, the destroyers will be launched using the Techport shiplift and then undergo a series of sea trials and tests, prior to their delivery to Navy. Hobart is expected to be delivered in 2016.
Keel laying is an important shipyard and naval tradition which involves positioning a newly-minted silver coin under the keel of the ship under construction and constructing over the coin to bring good luck through the build phase and the life of the ship.
Minister Smith and Minister Clare also announced a re-baselining of the AWD construction schedule following extensive consultation with Australia’s shipbuilding industry and the Navy.
The AWD Alliance has conducted a detailed analysis of the construction schedule and advised Defence that the keel to keel interval should be extended to 18 months between each ship.
Extending the AWD ship building program will help avoid a decline in naval shipbuilding skills before the commencement of Australia’s largest and most complex Naval project - the Future Submarine.
The construction of the AWDs began a number of years after the completion of the last ANZAC Frigate. This gap in naval shipbuilding led to a massive reduction in the skills required to build the AWD and increased the challenges for Defence and industry.
The improvement in workforce skills and shipbuilding capacity at the Forgacs shipyards in Newcastle, BAE shipyard in Melbourne and ASC shipyard in Adelaide over the last three years of the AWD project has been impressive.
The revised AWD project plan will reduce peak demand on project critical resources and facilities, and reduces project risk.
The new schedule will not increase the cost of the project nor result in the loss of any jobs.
Very importantly, it will help retain skills in the Naval shipbuilding industry.
It will extend the period of work for the Alliance and its partners including the shipyards in Adelaide (ASC) and Newcastle (Forgacs).
The re-baselined construction schedule will help Navy reduce the challenge and risks associated with accepting into service two major capabilities (Landing Helicopter Dock Ships and the Air Warfare Destroyer) at around the same time.
The re-baselined schedule will mean the delivery dates for the ships will be for HMAS Hobart (AWD01) - March 2016; HMAS Brisbane (AWD02) - September 2017 and HMAS Sydney (AWD03) - March 2019.
The changes were made following extensive consultation with industry and with the Navy to maintain a skilled workforce in the naval shipbuilding industry and a timeline that meets Navy’s operational, recruitment and training.
The new schedule was welcomed by industry.
“This decision reflects extensive consultation between Defence and industry and ASC welcomes the Government’s commitment to Navy shipbuilding in this country,” said Mr Stephen Ludlam, Managing Director and Chief Executive Officer ASC.
“Raytheon Australia welcomes this collaborative and pragmatic decision which best serves the future interests of the Royal Australian Navy and naval shipbuilding,” said Mr Michael Ward, Managing Director Raytheon Australia.

Forgacs can now retain its skilled marine engineering workforce of 1200 people - skills vital in supplying our nation with warship capability for a secure future,” said Mr Tony Lobb, Executive Director Forgacs Engineering.back to top Thursday, 6 September 2012Update on the Future Submarine capabilityMinister for Defence Stephen Smith, Minister for Finance and Deregulation Senator Penny Wong and Minister for Defence Materiel Jason Clare today announced Australia’s Future Submarine Systems Centre will be based in Adelaide continuing the strong relationship that has been formed between South Australia and the Commonwealth in support of Australia’s maritime sector.
The Systems Centre will be the home of the Future Submarine program. It will be formally established this year and over the next few years will expand to include hundreds of Defence personnel from Navy, the Defence Materiel Organisation (DMO), the Defence Science and Technology Organisation (DSTO) and the Australian and international Defence Industry.
The Systems Centre is a similar facility to the one that was established for the Air Warfare Destroyer project. It will undertake a variety of tasks including evaluation of options, design work, program management, engineering, logistics and production planning.
The Government is committed to acquiring 12 new submarines to be assembled in South Australia.
This commitment will be reinforced as part of the 2013 Defence White Paper.
The first Systems Centre staff are already working in Adelaide, and are temporarily based at ASC.
The Future Submarine project will be the largest and most complex Defence project ever undertaken by Australia.
It will involve hundreds of companies and thousands of workers.
It will involve Federal and State Governments, Defence, Industry and Universities working together for years to come.
Four options are being considered for the Future Submarine fleet ranging from military off-the-shelf to a wholly new design.
Defence is undertaking a wide range of studies into these four options before returning to Government for First Pass approval around late 2013/early 2014.
Minister for Defence Stephen Smith and Minister for Defence Materiel Jason Clare today also welcomed Mr David Gould to his new role in the Department of Defence as General Manager Submarines.
As General Manager Submarines, Mr Gould has been given responsibility for the oversight of the maintenance of the current Collins Class fleet and the Future Submarine Project.
Mr Gould’s appointment was announced in May. He began work in July.
Mr Gould works in the DMO and reports to Mr Warren King, Chief Executive Officer of the DMO.
Mr Gould works across Government, Navy and Industry to pull together the remediation and support of our existing submarine fleet and the project to replace our existing Collins Class submarines.
Mr Gould will oversee the implementation of recommendations the Coles Review of submarine sustainment, to improve the availability and reliability of the Collins Class fleet.
Mr Gould brings a wealth of knowledge to his new position.
Mr Gould has extensive international experience in large-scale defence projects, including the UK aircraft carrier program, the Type 45 Destroyer and the restructuring of the Astute Class nuclear powered submarine project.

The mission will capitalise on defence export opportunities in the region and is designed to build on existing contacts made during recent missions to the region. The committee is due to report their findings back to the Senate by 15 August 2012. Consultation with industry, universities and the research sector on the bill continues. Defence also hosted the Treaty Management Board in Canberra on 9 May 2012 which made progress on bilateral preparations for Treaty implementation. The program designed to test the full scope of Treaty activities, called Pathfinder, is expected to commence in July 2012. Selection of test projects will be finalised soon, and select project related companies will be invited by the Defence Export Unit (DEU) to participate in Pathfinder activities. The test program is expected to be complete by the end of August 2012, and the results will be made available soon thereafter. Within Defence, the US Trade Treaty team has joined the recently formed Arms Control Branch in Defence. The team expect to soon launch a new website with specific Treaty information on joining the Australian Community, operational requirements, forms, frequently asked questions, updated contact details and other related material. In related news, Defence have established an Australian Military Sales Office to facilitate the sale of Australian technology to overseas defence partners. The office is intended to be a "One Stop Shop" for manufacturers looking to export defence goods. The program, modeled on the US' Foreign Military Sales office, will incorporate the Defence Export Unit and Defence Disposals Agency, and will also oversee the Global Supply Chain Program.

back to top Tuesday, 3 July 2012Nimbleness needed to be on top of the gameSOUTH Australia's defence industry is running so lean there's barely room to commit resources to explore other markets. That's the word from the new head of the Defence Teaming Centre (DTC) Jack Mahoney.
This is happening when it is becoming vital for many companies to diversify to maintain their workforce and workflow, Mr Mahoney said.
Mr Mahoney, chairperson of the DTC industry group and general manager of Lockheed Martin Australia Electronic Systems, said as defence spending continued to contract globally, it was the smaller Small to Medium Enterprises that were showing the most nimbleness in diversifying to win commercial contracts.
He said the DTC would be focusing on helping companies make the transition.
"That is a challenge when you are in the defence industry, you are relatively used to having a single client, smaller SMEs have multiple clients, but others need to say: `OK, how do we move from that single client mindset'," Mr Mahoney said.
"Due to the decline in the market, companies have had to trim down and become very lean ... so if you ask an SME to look at an adjacent market they say: `with what? We have no capacity to look at additional markets, I'm just trying to keep going'.
"This is where the DTC can step in".
The DTC has focused its attention on "doing the legwork" in finding potential markets for its 250 member companies employing in excess of 17,000 people in the state.

The size of Holland, Lake Eyre Basin was filled to capacity in 2011, providing habitat to birdlife breeding in astonishing numbers. With summer rains in the north, it may fill to capacity again with fresh floodwaters. In addition to the Lake Eyre flyover, the touring party will visit the Woomera Prohibited Area. Under command of the site Director, Legacy has gained special access to the restricted area. Today the Australian Government uses the site for testing of missiles, aircraft and weapons. Additionally, the Prohibited Area is leased to foreign Governments and private companies for testing of weapons, rockets and drone aircraft. The Woomera Range is booked for tests extending well into 2023. In June 2010 the Japanese space probe Hayabusa landed on the Woomera Test Range after visiting the asteroid 25143 Itokawa. The Legacy tour will visit Woomera on a day (March 3, 2012) when preparations will be underway for C130 Hercules flight trials, explosive trials and a space shot. “Today, public access to Woomera is restricted, and tours of the rocket range are all but impossible. For those with an interest in birdlife and the environment, history, aviation, aeronautics or military hardware, this is a once-in-a-lifetime opportunity”, said Legacy CEO, Rainer Jozeps. back to top Monday, 5 September 2011New 457 Sponsorship Accreditation InitiativeThe Government has decided to introduce a sponsor accreditation scheme in November 2011. Accreditation will qualify a sponsor for priority processing of 457 nominations and visa applications and will extend the sponsorship agreement validity to 6 years. Businesses need to meet a range of requirements to qualify for the accreditation, for example they must have had a minimum turnover of $4 million per year for the last three years, and they must have had at least 30 Subclass 457 visa holders granted in the previous 12 months.
