This course provides an introduction to the concept of Earned Value Management (EVM) and how it can be used to more effectively control project performance. The Defence Materiel Organisation (DMO) mandates its application to major procurements. This course provides a pragmatic and practical overview of both the topic and the DMO requirements.

Air Warfare Destroyer gun mounts have arrived
The Minister for Defence Materiel Jason Clare announced in Adelaide that the $8 billion Air Warfare Destroyer project has taken delivery of three main gun mounts of the Air Warfare Destroyers

The gun mounts, manufactured by BAE Systems in the United States, are valued at $80 million and will be placed into a controlled storage facility in Adelaide until they are installed on HMA Ships Hobart, Brisbane and Sydney.

 

"The guns will be able to hit targets on land, air and at sea. They are capable of firing both Royal Australian Navy standard munitions and future extended range munitions," Mr Clare said.

 

Similar gun mounts are installed on the Royal Australian Navy's ANZAC Class frigates, the US Navy's Arleigh Burke Class destroyers, the Spanish F-100 frigates and on ships within the South Korean, Japanese and Danish navies.

 

More than 1,000 people are currently working on the construction of the ships across three shipyards in Australia; at ASC in South Australia, Forgacs in New South Wales and BAE Systems in Victoria.

 

"This is an important project for the Australian Defence Force. These destroyers will be among the most advanced and capable warships in the world," Mr Clare said.

ProjectCentre selected to assist in Christchurch earthquake rebuild
ProjectCentre has secured a contract to assist in the $NZ2.2 billion to $NZ2.7 billion rebuilding of major infrastructure in Christchurch

ProjectCentre has secured a contract to assist in the $NZ2.2 billion to $NZ2.7 billion rebuilding of major infrastructure in Christchurch, following the devastating earthquakes that have ravaged New Zealand’s second largest city.
 
Leading New Zealand and Australian internet project management company, ProjectCentre, today announced it had been hand-picked to provide vital project management information services for the complex rebuild task, which is believed to be the most extensive construction project in New Zealand’s history.
 
The Company will join forces with major contractors including Fulton Hogan, Downer, MacDow, Fletcher Construction and City Care, in an unique alliance, known as the Stronger Christchurch Infrastructure Rebuild Team, that has been formed to undertake the critical infrastructure works. The works will have an estimated to cost up to $A2.0bn ($NZ2.7bn), and will take between five and eight years to complete.
 
The alliance also includes key representation from the clients Christchurch City Council, CERA (Canterbury Earthquake Recovery Authority) and NZTA (NZ Transport Agency).
 
“This contract is a significant milestone for the Company and truly establishes us as a leader in our field of expertise both in Australia and New Zealand,” ProjectCentre CEO Mr Kevin Davis said today.
 
“The decision to award this contract also underscores ProjectCentre’s record of success over the past few years as the leading provider of project management information systems for critical government funded programs of work,” he said.
 
“It reinforces ProjectCentre’s reputation in this area, following our successes from 2008 to 2010, when we were selected to provide a similar suite of project management software tools to support the roll out and management of the Federal Government’s $15bn Building the Education Revolution infrastructure stimulus program in Australia, and also for the Australian Department of Defence’s Enhanced Land Forces program.”
 
Mr Davis said ProjectCentre will be supporting the alliance to deliver what is believed to be the largest portfolio of works in New Zealand.
 
He said the alliance required a specialized suite of products that only ProjectCentre was capable of delivering. These requirements were only able to be met through the underlying methodologies inherent within ProjectCentre; a fully collaborative platform, unique forum technology and tiered security access.
Combined with the ProjectCentre rapid integrated implementation plan and enviable track record in Government projects, this ensured that all the alliance’s requirements were identified and met.
 
Mr Davis said ProjectCentre will gather, track and report project-related data about the cost, contractual payments, and progress of completion of the rebuild works program, using its unique integrated document management, communications, contracts administration system.
 
ProjectCentre NZ Regional Manager, Mr Darrell Taylor, said: “ProjectCentre is particularly proud to be supporting the alliance between CERA, Christchurch City Council and NZTA in conjunction with Downer, MacDow, Fulton Hogan, Fletcher and City Care.

Commercialisation Australia (CA), a flagship initiative for Australian inventors, researchers and entrepreneurs, is a competitive, merit-based program offering funding and resources to accelerate business building by focusing on the translation of innovation into commercialisation. The program has funding of $278 million over the five years FY 2010 – 2014, with ongoing funding of $82 million/year thereafter. In 2010, its first year of operation, CA has supported more than 90 projects across Australia, three of which are in the defence industry space. 

CA offers a range of funding options:

Skills and Knowledge (up to $50k matched 80:20): most suited to researchers, individuals and small companies that are new to the commercialisation space – they know that their IP has commercial potential but are not sure of the next steps. CA’s Case Managers help them to identify the specialist advice needed. 

Experienced Executives (up to $200k over 2 years, matched 50:50) enables companies to engage an experienced CEO, business development executive, CSO or other senior executive, providing small biotech companies with the experienced management skills needed to reach the next commercialisation step. 

Proof of Concept ($50k - $250k, matched 50:50) assists researchers, newly formed and existing companies, to establish the commercial viability of a new product, process or service.

Early Stage Commercialisation ($250k - $2M, matched 50:50, repayable if the project is successful) enables companies to develop a new product, process or service to the stage where it can be taken to market.

In addition to funding, program participants have access to its network of 20 Case Managers, experienced business builders who provide tailored assistance to guide applicants and participants through the application and commercialisation process. Participants also benefit from CA’s database of Volunteer Business Mentors who offer knowledge, skills and practical insights to assist participants to tackle specific business hurdles and build valuable business networks.

TIA Technology Careers night
The Technology Industry Association will hold its annual careers night on the 10th of August. DTC members are invited to participate

On Wednesday 10th August 2011, the Technology Industry Association (TIA) is once again holding the highly successful annual Careers Night for school students, their parents and teachers. Based on previous years, there will be over 400 attendees. The venue is the Ridley Centre, Wayville Showgrounds.

Free Lean Logic workshop through Enterprise Connect
Lean Logic will be running a series of free workshops in Melbourne for MDs and CEOs on Lean Manufacturing

  • Lean Logic P/L recently received a grant, funded through DMO to run a Lean Manufacturing Consortium Program for a limited number of SMEs that manufacture for the defence industry.
  • With grant funding and sponsorship by Lean Logic P/L, the Consortium Program will be delivered FREE of charge for consortium members.
  • The program includes a Lean Manufacturing Workshop, networking, industry site visits, and coaching / consulting by a Lean Logic expert with over 20 years practical hands-on experience.
  • Since the Consortium activities are very strategic in nature, not just tactical, it is expected that a Senior Management Champion (preferably MD or CEO) will participate in one of the 2-day workshops and the 1-Day Wrap-Up Conference. It is also strongly encouraged that he or she participate in each of the 1/2-day site visits, for group learning and networking purposes. 
  • The program will run over a 3 month period, from 1 June - 31 August 2011.
  • The consortium is limited to approximately 12 companies that are committed to the program and their consortium colleagues.
  • The program will be conducted in and around Melbourne, with fortnightly activities, and is open to companies from all states.
  • The program will be focused on tangible business outcomes for consortium members, and there will be a 1-day Wrap-Up Conference at the conclusion of the program.
  • There may be some ancilliary activities that non-consortium members may particpate in, free of charge, with or without the need for travel.

All registrations will support the DTC's aggregiated Defence industry application to the Department of Further Education, Employment, Science & Technology (DFEEST) that is targeting 1000 90% subsidised training places for the 2012 - 2014 period.
 
The DTC has been successful securing training funding through the PPP 1 - 3 Rounds but we need our members support to secure further funding to up skill Defence industry employees for valuable defence contracts currently on scope or on the horizon.

BAE awarded contract for Defence’s Interim Basic Flying Training
BAE Systems Australia Limited has been awarded a six-year contract to provide Interim Basic Flying Training to the ADF until Project AIR 5428 delivers a new pilot training system for the ADF.

BAE Systems Australia Limited has been awarded a six-year contract to provide Interim Basic Flying Training to the ADF until Project AIR 5428 delivers a new pilot training system for the ADF.

 

The total value of this contract is $86.6m. The contract was awarded after a comprehensive tender process.

 

Basic Flying Training is an essential stepping stone for the future capability of Australia’s air power.

 

Under the contract, BAE Systems will continue to provide basic flying training at Tamworth using the CT-4B Airtrainer aircraft, upgraded to meet contemporary crashworthiness requirements.

 

Commencing in January 2012, the six-year contract includes annual extension options for Defence, for up to a further six years.

 

Basic Flying Training plays an important role in providing a cost-effective training solution for initial flying training for the ADF. Once personnel graduate from this course, Army personnel continue on to helicopter training at Oakey Army Aviation Airfield in Queensland; Navy and Air Force personnel continue to Advanced Flying Training at RAAF Base Pearce outside Perth.

 

Project AIR5428 is expected to deliver a new pilot training system in the 2015-17 timeframe.

Defence Reserves Support to hold Twilight Employer Challenge event
Defence Reserves Support will be holding an employer challenge at the Warradale Barracks on the 29th of March

Defence Reserves Support (DRS) provides a link between the Australian Defence Force (ADF), employers and the community from which the Reserve force is drawn.

DRS aims to enhance the availability of the Reserve component of the ADF by promoting the benefits of employing members of the Reserve. DRS also aims to establish a flexible partnership with the community and employers so they are encouraged to support those in the Reserve.
 
As part of this program, the Defence Reserves Support Council- SA will be holding a twilight Employer Challenge event, allowing employers of reservists a chance to see what activities reservists undertake in support of the Australian Defence Force. The event will be held on Tuesday, the 29th of March at approximately 5:30 until 7:30, followed by refreshments and a chance to meet and engage with the Defence Reserves Support team at the Warradale Barracks training facilities.
 
The Defence Teaming Centre, as a DRS Supportive Employer, wholeheartedly encourages member companies to become involved.

Levett strikes $50m fighter deal
DTC Member Levett Engineering has secured a $50m deal with US engine supplier Pratt & Whitney to supply titanium brackets and mounts for the JSF.

The contract announcement took place at the Avalon Airshow during the first week of March, with the contract being said to stretch out to the end of the 2016 production period.

FGPA COTS Solutions for Signal Processing in Military Defence
A Technology Seminar hosted by BittWare and Dedicated Systems Australia on 22nd March 2011, Technology Park Conference Centre, Mawson Lakes.

The workshop features Dr Tony Wasserman - Mellon University Silicon Valley and Executive Director of the Center for Open Source Investigation (U.S.).

Legacy Events in 2011
Legacy provide care and support to families of deceased veterans. With around 10,000 women in South Australia whose husbands have died as result of their ‘war or operations service’ there is a lot of work ahead for this volunteer organisation.

This makes the Legacy annual program of fundraising events important. Legacy’s 2011 calendar is chock full of engaging and entertaining events from literary lunches to ‘money-can’t buy’ tours, from a gourmet meal prepared by Maggie Beer to grand musical entertainments.
 
The program is designed to provoke thought, stimulate awareness of Legacy in the broader community, and bring people together around our common purpose. We hope that you are encouraged to commence, or continue, a supporting relationship with this wonderful, Australian organisation.

Flinders Advanced Student Placement Program- Science and Engineering
Flinders University is looking for workplaces willing to take on students for a science or engineering placement.

One of the outstanding features of the Flinders University science and engineering courses is their Placement Program, which has been widely praised by participating organisations. The key element of the program is the placement of advanced science and engineering students with industry, government agencies or research organisations to undertake project work.


From 2011, we are expanding our program substantially. Similar to previous years, our engineering students are available for placement, including electronic, software, robotics and biomedical engineering. Additionally, a wider range of students from information technology (IT) and science will also participate. These science students combine their science-based degrees with business studies, earning an additional Master or Bachelor degree in Business and Technology. The commercial skills so acquired include business planning and the commercialization of new products and services, complementing their technical skills. They can therefore contribute to both the technical and commercial aspects of projects allocated to them, with the prospect of deriving well-balanced solutions. Since their courses include medical science, marine biology, nanotechnology, biotechnology, chemistry and environmental science, the particular relevance of this fusion of skills should be obvious. Overall, the consequence of this expansion is that our students will provide useful skills in a wider range of industries and applications, including IT, engineering, defence, manufacturing, advanced materials, food and wine, marine innovation, health and medical, environmental sustainability, water management, and the emerging field of cleantech.


Science and engineering placements run for 12 or 20 weeks (full-time equivalent), and are normally scheduled in the period from August to December; this ensures sufficient time to make a meaningful contribution. The placements differ from secondary school work-experience and normal university summer-vacation work in several respects. Our students are in their final year of studies, and are therefore committed to a particular profession, and well advanced in their academic preparation for it. Prior to starting with an external organisation, they must undergo formal training on working effectively in a professional environment, and developing self-education skills through regular assessment of their professional experiences. Their motivation to perform well is accentuated by making the placement one of the formal units for their degree. Finally, upon completion of their placements, participants must review their performance against the prior plans they prepared and the unforeseen events that arose in practice, then present their findings formally.


Participating employers have consistently observed the following benefits from taking part in our placement process:
  • significant student contributions to projects and research,
  • enthusiastic assistance to heavily committed teams, provided by personnel with professional appreciation of the issues,
  • the option of deploying someone on minor projects that might not otherwise be feasible,
  • the opportunity to assess prospective employees without a long-term commitment,
  • preferential access to University staff and facilities, with opportunities for further collaborative research and engagement,
  • altruistic satisfaction arising from contributing to the practical education and training of another generation of scientists and engineers,
  • achieving the community service and engagement goals of their organisations.


In practice, many of our students remain with their placement providers after graduation, since the relevant parties may agree to extend placements. Employers find such students soon make contributions significantly outweighing the cost of their induction and early supervision.

Content Creation for Simulators-R&D Opportunity
The Australian Centre for Visual Technologies is currently seeking an industry partner for a project to improve object recognition within video streams and images

The Australian Centre for Visual Technologies (ACVT) is working on a technology that enables the automatic recognition of objects within video streams/images. Coupled with our 3D from 2D modelling capability, we have the potential to automate the generation of simulator content. This brings many benefits-faster & cheaper content creation, modification of training scenarios etc.

Background is as follows. The ACVT won an ARC Linkage grant in the round before last to do some research with a local company.  Unfortunately the company was bought out and the restructure has meant that they have been unable to sign up for the grant over the intervening 12 months.  We're now running out of time before the ARC take the money back, so we are seeking to find an alternate Industry Partner to participate in the project.

The Linkage scheme aims at funding applied research to the benefit of a specific company.  The grant is worth $300k, but we need to find an industry partner who could contribute $30k per year for 3 years. (That's before applying the benefits of R&D Tax Credits.) Scope is pretty flexible and can be tailored to maximise the benefits to the industry partner. The project needs to start the work fairly soon or the funding opportunity will disappear.

Opportunity- Graduate Internships
Navitas Education is seeking companies that wish to host a graduate intern in Accounting, IT or Engineering

Navitas Education is Australia’s largest privately owned education provider. We have recently developed a new program in collaboration with DIAC (Dept of Immigration and Citizenship) and multiple Australian industry bodies for the Accounting, I.T. and Engineering sectors called the ‘Professional Year Program’.

International students, who have graduated with a degree or masters from an Australian university (living in Australia for 2 years), participate in a 44-week workplace preparation course incorporating an unpaid 12 week internship. We are searching for businesses to partner with and who can offer participants much needed industry and workplace experience with no commitment to hire and with all insurances covered by Navitas.

DTC Member visited by Minister
DTC Member Broens Industries recently hosted Minister for Defence Materiel Jason Clare and the Member for Werriwa at their Sydney Facility

Western Sydney company helping locals gain technical skills

An Ingleburn company is helping local apprentices gain the technical skills they need to work on cutting edge Defence equipment.

Broens Industries supplies engineering products and services to the Australian Defence Force. They currently have 33 apprentices working at their Ingleburn site, ten of those apprentices started this week.

Minister for Defence Materiel Jason Clare and Member for Werriwa Laurie Ferguson today met with the apprentices and inspected the work being done for Defence by Broens.

“The commitment Broens has shown to training their workers has helped them compete on the international stage,” Mr Clare said.

“Broens exports to 19 Defence Forces around the world. They recently secured a contract to provide a critical piece of ground support equipment for the Joint Strike Fighter aircraft.

“These successes are thanks to their highly skilled workforce.

“I met the Managing Director Carlos Broens in 2009. He told me the global recession meant exports had fallen. He had two choices, cut staff or cut hours.

“Carlos chose to cut hours. He told me his employees were his business.

“I spoke to Carlos again in 2010. The entire workforce was back to five days a week. No one lost their job.”

Mr Ferguson said Broens was a key employer in the local area.

“Broens Industries has over 140 employees, many are from the local area,” Mr Ferguson said.

“They are also giving opportunities to young people in the area by providing them with apprenticeships.”

Managing Director, Carlos Broens said Broens Industries had received more than $2,700,000 in funding grants over the past four years under the Skilling Australia’s Defence Industry (SADI) program.

“The SADI program has been a significant contributor to our ability to up skill our workforce over the last four years, which has resulted in our enhanced ability to compete internationally and win.”

The SADI program provides assistance to local Defence companies to help improve the skills of their workers.
